No Fly Zone over Libya

Yesterday evening the UN Security council decided with a 10-0 Vote that a No Fly Zone will be implemented over whole Libya.
In the beginning that idea was heavily criticised when UK Prime Minister Cameron mentioned it first but finally he got his way.
Five Countries including Russia, China and Germany abstained from the Vote.

So now what does this No Fly Zone mean?

First the Cabinets of the involved countries and their military leaders have to decide how excactly they want to handle this now.

Of course the chance that Libyan leader Gadaffi will just stop using his planes against the rebells is very small so it was already said by the members of the involved countries that military action has to take place to implement that No fly Zone.

At the moment it is not planned to bring any ground troops into Libya but they are planning to attack the Libyan flight defense weapons from the air.

It sounds firstly all very nice and easy but honestly it won't happen without any civilian casualties.

A lot of people in the North African area are also very concerned about the involvement of the United States even though they have the backing of the leaders of the Arab countries. The people are deeply concerned that  the USA will use this military deployment to keep troops in that area for good like they have done in Irak and Afghanistan.

The Libyan rebells on the other site are desperate for help as they loose more and more against the Gadaffi troops and they can't wait to get help from the outside world and at the moment they seem to be ready also to accept the USA involvement in that.

Like I already mentionend the idea for this No fly Zone came first from UK PM David Cameron but why is exactly he so eager to remove Gadaffi as the Libyan leader? A lot of countries already agreed that he has to go but the UK seems to be more desperate in that matter then others.
My guess is that the UK was deeply humiliated when it came to the release of Lockerbie bomber Abdelbaset al-Megrahi on Humatarian grounds. He got cancer and the doctors said that he won't live long anymore but he is still alive and was welcomed like a hero when he came back to Libya.
The UK denies any involvement in his release and stated that it was the sole decicsion of the scottish parliament but to many proofs shown up that the UK is involved in that and that the possible reason for that one is a very good Oil deal for UK Oil Company BP.
